So, could have the Federal Government (trump)?

Seeded the clouds producing rain in California to have put the fires out with much sooner? Just wondering if that could have been done. Anyone know? Or was it too windy to be effective.

Plus, California didn't vote for Trump, so in his mind, screw 'em.
