Answer: Simply because the Russians mobsters, oligarchs, and connected thugs used the
Trump properties to launder their money and get it out of Russia so a Trump project in Russia
isn't much help to them.

... so it was worthless to them for money-laundering. However the oligarchs discovered that it was a major incentive for Trump and that's why they kept pushing it. I believe Felix Sater was instrumental in getting this project off the ground, so he was working both sides, secretly reporting back to Putin whenever he could.
