Newspapers have obituaries pre-written and pull them out when the person passes away. I wouldn't be surprised if this statement had been written during the Obama admin (or even earlier). I can't see anyone in the Trump admin smart enough to pre-write the announcement or to write that well.

Bush’s death, and at 94 and his declining health, was not a huge surprise or shock, will only offer a few days reprieve for tRump. Once Poppy is buried and the ceremonies for that are in the history books, tRump better gird his loins because it will be game on....again.
