That's a requirement of ALL publicly available court documents.

You can't do things like discuss bank accounts or other sensitive data, and just have it come out in a public transcript.

It's just that you have to get copies physically from the courthouse, since it won't be released to PACER for 90 days.

This is all you get:

----
TRANSCRIPT OF PROCEEDINGS in case as to PAUL J. MANAFORT, JR before Judge Amy Berman Jackson held on November 30, 2018; Page Numbers: 1-27. Date of Issuance: December 4, 2018. Court Reporter: Janice Dickman, Telephone number: 202-354-3267, Transcripts may be ordered by submitting the Transcript Order Form

For the first 90 days after this filing date, the transcript may be viewed at the courthouse at a public terminal or purchased from the court reporter referenced above. After 90 days, the transcript may be accessed via PACER. Other transcript formats, (multi-page, condensed, CD or ASCII) may be purchased from the court reporter.
NOTICE RE REDACTION OF TRANSCRIPTS: The parties have twenty-one days to file with the court and the court reporter any request to redact personal identifiers from this transcript. If no such requests are filed, the transcript will be made available to the public via PACER without redaction after 90 days. The policy, which includes the five personal identifiers specifically covered, is located on our website at www.dcd.uscourts.gov.

Redaction Request due 12/25/2018. Redacted Transcript Deadline set for 1/4/2019. Release of Transcript Restriction set for 3/4/2019.(Dickman, Janice)

-----

It's a routine entry for a hearing transcript. They are generally available after a certain period of time, so that the parties have the opportunity to go through and redact certain types of information (things like SSN's, bank accounts, material subject to protective orders, etc.).

Since a lot of PACER users use RECAP (myself included), then you can expect it to be posted to the courtlistener copy of the docket soon, if it's not already there.

Oh, incidentally, you can get hard copy from the court clerk's office, so the news organizations may get that. The 90 day restriction is on PACER.
