Remember that at the time Pence was picked as Trump's running mate, Manafort was campaign manager.

And Manafort supported and pushed for Pence to be on the ticket.

Most campaign managers at that juncture will have a fair amount of input as to VP choices.

As I said before, without any evidence of any further importance, people are putting way too much significance into that fact.
