If the bills vary, the differences must be worked out in a committee.

Then Trumpy has to sign it. If Trumpy doesn't sign, the House and Senate can override by a 2/3 vote. The bill giving Trumpy $5 billion will never pass.

There are not enough GOP DRONES in the legislature to pass this legislation. The GOP is STUMPED. Old bone spurs has no more grafting ideas to make a bad joke work. I think there are enough GOP members who will go ROUGE and join to "fight" old bone spurs.
