Now, the boys mother and grandmother say they fear that with the man back on the streets, another child could be attacked.
The man police arrested Trace Riff, 31 has a history of mental illness, homelessness, not reporting to parole officers, drug use and violent crimes, records show. He is on probation in Oklahoma for a felony meth charge.
The man kicked her son from behind with his cowboy boot, causing the boy to fall face down, she said.
The man tried to leave the store but bystanders tackled him and held him until police arrived, she recalled.
The man went on a rant, Whitaker said, yelling the N word and saying he was a white supremacist.

(959 posts)but 3500$ with his past? including not reporting to parole officers? AND on probation for a felony??? And the obvious hate crime...
should have been 350,000.

(26,355 posts)Seeing he has a rap sheet, with a history of violent crime, longer than my arm, he probably should have been held without bail.

(17,984 posts)He tried to run from Dillards. Customers had to hold him down until the cops came. They risked harm to themselves. Then the cops let him loose. How would you feel if you had been one of those holding him down until the cops came? They are probably thinking of unleashing some vigilante justice next time.
I know this is going to offend some, but frankly I just don't care, do U?

(10,269 posts)If he's on probation in OK, what the hell is he doing in KS (where I live, you're not allowed to leave the state without permission)
If he violated his probation by conitting a crime (kicking a baby), how is he not being transferred back to KS for, at minium, a court appearance?
Not reporting to parole officers? That by itself, is a jailable offence right?
On Edit : once again the question needs to be asked--
Why is it that the White Supremacists are about the least impressive looking people who manage to get their pictures on the intertoobz?

(17,984 posts)However, as you pointed out, he has committed a crime, been arrested, and he has not reported to his parole officer. So, yes, he should be in custody. The only reason I can think of is that, somehow, there is no interstate legal system regarding paroles. Seems very far fetched to me, though. One would think they would keep him in custody and notify someone in OK to come round his ass up.
