And you could get small gas tanks to do it: acetylene and oxygen. Heat the steel up white hot with the acetylene and oxygen, then shut off the acetylene and run pure oxygen. The steel just oxidizes into dust. Bingo! (Don't forget to wear appropriate face/eye protection!)

Small, light, make it through in a couple minutes.

I've been saying this for awhile now. There are a dozen ways to quickly cut through steel. Demolition saw, plasma cutter, sawzall with a steel blade, cut off wheel, even a good old hacksaw will make it through. Give me two helpers and $2,000. I will have a hole big enough within half an hour. By the time border patrol finds it, thousands will have made it through.
