4. The problem is is the proportions are wrong

For instance Wyoming makes up .18% of the US population but gets 3 electoral votes, which makes up .5% of the electoral college. While California makes up over 12% of the US population but its 55 electoral votes makes up just over 10% of the electoral college. Wyoming is over represented and California is under.
