If Mueller seeks some permission/authority from his supervisor and is denied, it must be reported to Congress.
Pelosi, Nadler, et al are going to be so far up Whitaker's ass they could remove his tonsils if he tries to limit Mueller without just cause, or if he tries to do so without appropriately disclosing it.
