Those funds are already in the Treasury, and allocated for emergency disaster relief as part of past budget legislation passed by Congress and signed into law by the President. Trump can't just break the law to suit himself and take revenge on his enemies real or imagined. In the past, Congress has allowed Trump to prance about pretending he can do that, but something changed in the last week that bodes ill for Trump continuing to break the law.
