Notice how Pootiepoot nodded excitedly? Maybe that's some of what goes on in those secret meetings. Think about how he looks at pooty so adoringly whenever they are together, like a man in love... and he probably is. Maybe he's more interested in giving BJs to despots because their power turns him on so much.

Since all the worst things I could imagine about this regime are proving to be true, I can imagine that something like what I described could be taking place as well, unlikely as it may seem today.
