Why is our government not "open"?

If your government is closed completely, you have no government. How much government do you need, anyway?

But to use the word "negotiate" seems to denote a hostage situation?

We need a very large and competent government. The United States is a huge, populous country with many opportunities and businesses. We need a government large enough to regulate all of the competing interests, protect our nation and provide for our fellow citizens.

I've only scratched the surface but that's a pretty big job.
