All he needs to say today is that Democrats have already agreed to another billion dollars, which he can claim shows a lack of understanding of the importance of border security, and he will sign a bill if they now meet him halfway, ie., at 4 billion, and continue negotiations to get the full amount he wants after the government reopens. That will then make Democrats look like they won't budge and are responsible for not ending shutdown if we don't agree.
