1. Present us as reasonable and businesslike. Demonstrates us as more factual and less political.

2. Make the right stop and think, “ya, mr trump, tell them your plan!” Some may think this wall thing is truly on the up and up.

3. Force trump’s hand on vendor since people have said that Russia owns 40% of the Canadian steel slat company. Only other producer besides China! Can you imagine if it was revealed that helping Russians make more money is the impetus?

This is uncharted waters. I imagine any other president who wanted to undertake a project would have already considered and prepared reports that included answers to all these questions.
