1. It's a two way street.. Yes kids need to learn responsibility

but there are plenty of years of that ahead of them. Let them enjoy being young. There is no reason a kid can't do those things and have a "recreational facility". My city just opened a public, free, skatepark. The place is packed daily. When my son is done over there he heads out to our Democratic Congressman's office to do phone banking or canvassing. Best of both worlds.
