I mean, they share stuff with each other that's laughed at, but it isn't funny, at best it's a form of predatory mockery, like laughing at a person who slips and falls.
It says an awful lot about a person, much less an entire group, that is wholly lacking in normal gestures of humor? Or, as with Trump himself, no laughter.

Remember back in 2016 when some SNL cast members (can't recall which ones) talked about 45's visit to the show? He didn't get half the jokes written for him and wanted to change his lines to stuff he thought was witty ... but wasn't. What a maroon.
Addition: and you are so right, many of them seem to equate mean-spiritedness, and what is basically bullying, as humor.

Humor, specifically the mechanism of laughter itself is *much* more complex than we tend to realize, and is almost completely taken for granted.
Considering the core of laughter, the baring of teeth, we daily don't spend a second doing and/or observing others making an intimidating physical gesture they would instantly perceive as a serious threat if seen in an animal.

Progressives punch up. We make fun of the boss, and good leaders learn to laugh at themselves along with others.
I remember an old line from NCIS, when confronting a group of gang members, Gibbs makes a joke and everybody laughs. So, Gibbs says, "You're not jefe, nobody laughs at the boss."
