5. Yes, a TFR is issued whenever POTUS goes somewhere.

It means the airspace around wherever he is, is restricted - you can't fly over that location below a certain altitude, or near it within a certain radius. You can find out where Spanky is going or where he is just by checking here: https://tfr.faa.gov/tfr2/list.html and looking for the VIP designation.
