That says that Mueller is choosing this timing (and choosing not to wait for the appeals to be done). Whatever reason dictates this timing, by doing it in this window, Mueller can ensure the legitimacy of what happens, both legally (because Barr will be in place) and politically (because it will be clear Rosenstein presided over it).
So whatever comes next week, people on both sides should accept that it is the outcome of the investigation that Mueller deemed appropriate.

(70,489 posts)Barr has been publicly critical of the Mueller investigation. In 2017, he faulted Mueller for hiring prosecutors who have contributed to Democratic politicians, saying his team should have had more "balance, and characterized the obstruction of justice investigation as asinine and that it was taking on the look of an entirely political operation to overthrow the president. In June 2018, Barr sent an unsolicited 20-page memo to deputy attorney general Rod Rosenstein arguing that the Special Counsel's approach to potential obstruction of justice by Trump was "fatally misconceived" and that, based on his knowledge, Trump's actions were within his presidential authority. The day after the existence of the memo became known, Rosenstein said "our decisions are informed by our knowledge of the actual facts of the case, which Mr. Barr didn't have." In a letter to Senator Lindsey Graham on January 14, 2019, Barr disclosed he had sent the memo to, and discussed it with, several White House and Trump attorneys.

(16,646 posts)There are a couple of possibilities. No one knows what Mueller has. Someone the other day suggested that what he has is so explosive that no one was going to fall on their sword for Trump over it.
Another possibility is that it just isn't bad enough for anyone to HAVE to fall on their swords.
There is a real possibility that what happened was that the Trump Campaign was such a poorly run organization that it attracted a large collection of basically grifters. But they were all in it for themselves. Trump was just a convenient stooge. This would include the Russians that saw a cooperative fool that could be manipulated, especially at arms length. Mueller may not have anything on Trump DIRECTLY because no one was dumb enough to actually actively involve him personally.
I do keep in mind that there are sealed indictments. Inquiring minds do wonder what that's all about.
