3. The Russians would be able to weaponize this polling information

A careful analysis of the Trump campaign's internal polling data could reveal where there was just enough softness in the electorate that the Russians could have targeted certain districts in key states in order to influence the vote.

Remember that the difference between Clinton and Trump votes was roughly 70,000 votes in three states. That changed the election since Ms. Clinton received 3 million more votes overall than Trump.

So, Manafort helped the Russians and they helped Trump. Sounds like collusion to me.
