Trump, who has promised to issue his first veto if the Senate approves the resolution, declared an emergency last month in a bid to fund a wall along the border without congressional approval.
While the Senate appears unlikely to muster the two-thirds majority needed to override a veto, passage in the Republican-controlled chamber would be an embarrassment for the president, who has failed over more than two years in office to persuade Congress to fund his wall, a central promise of his presidential campaign.
I cant vote to give the president the power to spend money that hasnt been appropriated by Congress, Paul said in a speech on Saturday at Western Kentucky University, according to the Bowling Green Daily News.
We may want more money for border security, but Congress didnt authorize it. If we take away those checks and balances, its a dangerous thing, he added.

Rand Paul & Susan Collins are just token gestures because even if 10 republican senators vote yes to stop emergency votes, that still leaves 43 votes oppose. Not enough to override veto.

Best case scenario is the Repubs convince him to withdraw it rather than force a vote to override the veto. There are a lot of people who know the three house of government must not be blurred, never mind Trump loyalty.
Congress can't give up its power of the purse so Trump can override their "no" vote on the wall. If they do, they make him a dictator.
