It is DOJ policy not to reveal details of investigations if no chargeable criminality is found.
If they discover that someone has done many terrible things but the evidence is not sufficient to indict them under the current statutes the DOJ will simply say that criminality was not found and let it go at that.
They don't normally do what Comey did and expound on the bad things the subject did that didn't rise to criminality.
So we may never hear the details of many things uncovered during the investigation if Barr follows correct procedures.
I hope Congress can convince him to hand over the details to them to manage.

(10,130 posts)indictments, there will not be much further information of substance coming to the public from Mueller. they can only talk about indictments publicly - not those they decided not to indict.

There are going to be a lot of very pissed off people.
The DOJ will say they're just following the law and the rules.
It will be up to the Democrats in the House. But Trump has already got underway with stonewalling their efforts by ignoring them. Trump will just tie them up in court for a couple of years.
This is going to smell bad ... maybe forever.
The only hope are places like SDNY

(10,130 posts)They've been hearing about the Mueller report for two years and the result is a resounding dud - because of the constrained/limited technicality of what Mueller is allowed to say.
which to me = the system is broken
The American people deserve clear answers - not two years of waiting for a bunch of foggy, trite lawyer BS.
And then Congress says "ok, now we'll start looking into it ..." while the White House obstructs them in courts.

Mueller can tell Barr why he didn't indict Trump and his kids for example. But Barr cannot pass that along to us. All Barr can pass along are those Mueller indicted.

Since Trump and his kids have not been charged with crimes, they cannot disclose any information about them.
Mueller can talk in generalities but not specifics about Trump or his kids.
Report has to say something like "this stuff with the Russians smelled bad but we couldn't prove it was criminal". The whole world knew it smelled bad but we are not likely to get details to hold anyone accountable. The report to Barr might say "Trump obstructed but since department policy is that the President is above the law, this will have to remain between you and I"
That letter knocks the snot out of what we're going to be able to see from the DoJ & Mueller.

Rosenstein's letter sets out what he will or will not do in black and white print - backed up by DOJ policy.

2. Policy prohibits publicly disparaging unindicted individuals.
We will need someone outside the DOJ to release the report.
