So what if the House proves Barr's collusion? WHO will prosecute?

then he could investigate Barr, and confirm that "everything was cool and nobody did nothin' and there wasn't any colstrubction or obclusion or anything else that anyone needs to worry about, so everyone can shut up and move on, we are in a national emergency for gosh sakes, if everyone doesn't settle down here we'll have to deploy the national guard in all our major cities (well except the "sanctuary cities;" those we'll just bomb), so everyone shut your commie mouths or we're coming after you."

But the evidence in the Mueller report is dead in the water as far as the DOJ is concerned.
