The massacres will not decrease until Americans start showing up at every election and voting against the NRA lapdog candidate.

Until then, all the "thoughts and prayers," all the "This must stops," all the protest signs and marches, and all the repetitious debates with glib sociopathic idiots who care more about guns than other people's lives won't amount to a hill of beans.

1. Study gun violence as an illness and a contagion

If associates of the shooter could have stopped this but didn't or worse, enabled the shooter, then hold them responsible. Up to and including criminal responsibility.
