The national security portion of the report should have been immediately sent to the House intelligence committee in its unredacted form. It's actually a requirement of the Patriot Act according to a NY Times article from about a month ago.

I believe the SCO law, as drafted by Neal Katyal, also requires him to have shared the entire report as well.
