As for the first question, Barr undoubtedly believes the investigation should have ended long ago (he even said so), so he could truthfully answer "no," and we would receive no useful information. A better question is to ask whether it was terminated before Mueller would otherwise have concluded the investigation.

As for the second question, Barr is a member of the administration and has clearly seen the unredacted report. So he could truthfully answer "Yes," and leave it at that, and we would receive no useful information. A better question is to ask whether it had been seen by anyone in the administration outside of the Justice Department.

That's why we have lawyers asking questions in proceedings rather than lay people, and may be why Barr objected to being questioned by staff attorney at the House Judiciary Committee hearing he declined to attend.
