I will not enjoin enforcement of the subpoenas, Judge Edgardo Ramos said after hearing arguments from lawyers for Trump and Congress.
The decision means Deutsche Bank and Capital One may now release Trumps financial records.
Ramoss ruling came as Trump continues his battle over congressional oversight.
Earlier a lawyer for the Congressional committees argued that the subpoenas were misconstrued as solely targeting the president and his family, saying theyre part of a complex investigation across a whole industry, not just Mr Trump.
He also hit back against claims from Trump that its an overreach to subpoena his family members. The lawyer said people use family members to hide assets.
They put them in the names of their grandchildren, he said, providing a general example of how people conceal assets.
This is what people committing financial fraud do, he also said generally of hiding assets.

A federal judge in New York City on Wednesday said Deutsche Bank and Capitol One can turn over financial documents related to President Donald Trump and his businesses in response to subpoenas from House Democrats.
Judge Edgardo Ramoss ruling came after a hearing at which lawyers for Trump, his three older children, Donald Jr. Eric and Ivanka, and the Trump Organization argued that the subpoenas to the two banks should be quashed.
Ramos, an appointee of President Barack Obama, said that the Trump clans arguments are not sufficiently serious as it relates to Supreme Court precedent dealing with the question of turning over documents to Congress ...
Deutsche Bank for years has been the main lender for Trump, whom other banks have avoided loaning money to because of his repeated bankruptcies. Capital One is in posssesion of financial records related to the Trump Organizations hotels. Neither bank had opposed the subpoenas ...

Ramos called Mehtas opinion thorough, and quoted it in his own ruling.
Ramoss decision came after lengthy and contentious oral arguments, during which the judge took pain to grill both sides.
The private attorney representing Trump at the hearing Patrick Strawbridge of Consovoy McCarthy Park stammered as he attempted to respond to an initial volley of questions from Ramos.

(6,158 posts)Trump said his finances were off limits, and any attempt to get at his finances would result in the Special Prosecutor being fired.
Well, now it looks like the House is going to get a look at them.
I suspect that Trump's financial dealings are going to be bigger than his obstruction of justice.
We just took a giant step toward impeachment hearings.
And, Trump just peed his pants.
Yellow hair down their also.

More than anything I want that narcissistic streak broken and I want him to see who he really is and give a damn about that. It will make him feel like he has made thousands of other people feel. Justice. (I know, never gonna happen)
Turn 'em over, we need to see them.

(4,473 posts)"Judge Ramos said he agreed with Mr. Trumps claim that turning over financial records to Congress could cause him and his family irreparable harm. But, he said, the merits of the congressional committees goals outweighed that harm." -- NY Times
Turning over the financial records of criminal enterprises generally is harmful to the criminal. Remember, they got Al Capone on tax evasion.
