If a president cannot be indicted, why is the SC report required to go to the AG?

Like everything else it makes no fucking sense.

Also, the investigation and report could, and did, uncover evidence of other crimes by other people who could be, and were, indicted.

Of the criminal investigation. Mueller’s view is that the prosecution of a sitting president is under the purview of Congress via impeachment, not the Justice Department.

Deputy Attorney General Rosenstein hired Mueller to investigate “any links and or coordination between the Russian government and INDIVIDUALS ASSOCIATED WITH THE CAMPAIGN OF PRESIDENT DONALD TRUMP.”
Mueller has prosecuted and convicted individuals associated with the campaign of Trump. Everyone associated with the campaign who was indicted by Mueller was either convicted or pleaded guilty.
