Robert Mueller may not TRUST the criminal justice system under William Barr to prosecute Trump.

And why should he? Barr took that mountain of evidence on obstruction and said it didn't warrant prosecution.

If Mueller had made a criminal referral to Barr, what would Barr have done? He'd have overruled it. And probably sat on it. And anyone who leaked about it would be breaking the law.

Instead, Mueller wrote his report, didn't include a recommendation, expecting that Congress would read the evidence and do its job.

Now Pelosi has 50 votes for impeachment. She needs 218. She can't arm twist 168 Reps. She needs more volunteers. We need to keep the pressure up on the Reps to join the 50.

Isn’t this Mueller saying it wasn’t AG Barr’s call whether or not to charge Trump?

Even if the OLC opinions hadn't existed and Mueller could have indicted Trump, what would have happened to that indictment? Under Barr it never would have seen the light of day, if the matter even got as far as a grand jury. Although Mueller has known Barr for years, he might have been like so many of the legal talking heads who've expressed shock and dismay that Barr turned out to be a Trump loyalist and not the "institutionalist" they believed him to be. When he saw that Barr had broken bad he probably understood that the criminal justice system wasn't the answer, OLC memo or no OLC memo.
