If Mueller had written a report formally accusing Trump of a crime, you can bet your last dollar Barr would have blocked its release or transmission to Congress on grounds that it was unfair to accuse him absent an indictment.

Or, if there had been no OLC memos opining that a sitting president can't be indicted and Mueller had tried to bring evidence of Trump's obstruction of justice to a grand jury, Barr would have stepped in to be sure it went no further. All the arguing over whether the OLC opinion was right or wrong is therefore irrelevant because Barr would have prevented any indictment from happening.

Barr would have just blocked it plain and simple. He wouldn't have bothered to cite any grounds.
