Lawyers are licensed by states. Debarment happens there. The ABA is just a organization that lawyers can join.

Not ABA.

Anyway, both are irrelevant. States admit attorneys to practice. If he is to disbarred, the state in which he is admitted to practice must disbar him.

Each state has an agency that controls who can be licensed as a lawyer in that state, usually called something like the board of lawyer professional responsibility, and complaints about a lawyer who is licensed in that state would be submitted to that board for review and a hearing. The ultimate decision regarding whether a lawyer should be disbarred is normally the highest court of that state.
