Spanky's "feelings" for Mike Flynn

I heard about/read the transcript of Dowd's call to Flynn's lawyers, mentioning that Donny Two-Scoops has feelings and they're directed at someone (quelle surprise), namely Flynn. Even though Flynn is a criminal, he's still a military guy and I am gobsmacked that Flynn thinks much of a draft dodging p.o.s. like Two Scoops. But I am even more surprised by Spanky's affection for Flynn. My question is: why?

Has anybody here read or heard why these two became friends and for how long?

PS- even though I typed the words Two-Scoops has "feelings" for Flynn, I still dont believe it.
