I've been wondering how Trump can impose tariffs all by his little ol' self, since...

the Constitution says right there, in black and white, that only Congress can do that.

Well, I found the answer. And just as I suspected Congress fucked up and gave the power away.

they ought to get together and take the power back or at least force him to get approval. Or, at a minimum, bash his rear in unison before going back to their trenches.

Are Democrats opposed to this trade war, or do enough still think it will bring jobs back to America, even at a hefty tax to consumers?

Really do not know, but suspect it is yet another abuse of power.

And perhaps a false way to say it will "make Mexico pay for the wall?"
