For one thing, companies can't plan multi-year endeavors to invest millions on manufacturing capacity when you have told them that all of these tariffs might disappear overnight. Policy has to be stable over the long haul in order to influence business markets. Exactly the opposite of what he is doing.
Even so, unless a company is making parts here from American steel/aluminum/etc., they are still going to suffer from the tariffs.
He has no idea how this works.
