Can an acting Cabinet member vote in favor of invoking the 25thA?

Just wondering. If not, might be another reason 45 prefers acting to Senate confirmed.

Generally, acting cabinet members are delegated all of the powers and duties of a full cabinet member, so I would think they can - but it would depend on the terms of the acting appointment.

Just as there is an argument that an "acting" cabinet member doesn't qualify for succession to the presidency.
