Here's how I would sum up the difference between George W. Bush and Donald Trump.

George W. Bush thought God chose him to be President.

Donald Trump thinks he IS God - and even if he isn't or if God doesn't exist, at least Trump is a "Winner", and anyone who says otherwise is Fake News.

he put racist policies out there but he was someone capable of shame.

I don't think he was an idiot. Intellectually not curious, but not an idiot.

I think he cared about America generally speaking.

HORRIBLE President all that being said, but Trump takes it to such a low low level that Bush looks good by comparison.
