I mean, if you're working for the stupid asshole, you're probably desperate to find some kind of evidence of competency (or at least rational thought), and yeah, maybe he has said (likely repeatedly, b/c that's what the demented old fucker does) things about how tough and threatening J.B. is, probably b/c he heard someone else say it at some point, and latched onto it for some reason.

My suspicion is that it's more along the lines of "wow, that guy's a real asshole...reminds me of myself!" and that's why he doesn't fire the walrus-faced warmonger.
