I am not striking out at you, the basic issue you raised will play large if we move toward things like Medicare for All or Basic Guaranteed Income, some elements in society will push for deciding who "deserves" to have children and who does not. The thought is a troubling one because if society gets into deciding who can have children, what is next, deciding what the children should look like? Everytime such a state was toyed with in Hunan world history mass murder was the outcome.

I come from the camp that people should only have two biological children at the most and adopt unwanted children to fill out the family.
