Let's play a game....let's say YOU are the Speaker of the House.

And YOU have agreed to impeach Trump. You've met with House Leadership members, they and you decide to go the Impeachment route.

What is the next required step of the Impeachment process that you need to do?

But to answer your question, the House Judiciary committee must vote on an Inquiry of Impeachment resolution

I am hoping that those who are angry with Pelosi for not "impeaching...right now!!!"
will understand that the House, via several Committees, are collecting needed information, and that the Mueller hearings were a key part of that process.

Go back to when the Mueller report was released and immediately open an impeachment inquiry.

Without a time machine? Get 30-40 members who previously did not support impeachment to change their minds based on something Mueller said (don’t ask... I have no idea) and call for the start of an official inquiry (ideally hold the vote before vacation or cancel the vacation).

While there are multiple requirements of an Impeachment, there's no rule that says you can't start by investigating and gathering data, as is being done now.
Said data could be used to encourage perhaps reluctant House members to vote for an Impeachment,
and since publicly talking about an impeachment would create a lot of time consuming yap yap from certain people, having the proof ahead of time would be helpful.

Then go on recess. Oh man, would that send the orange shitstain into a panic! It would simply be delicious to watch.
