Not as quotes that are the orthographic equivalent of "so-called" or, as in this sense, to call attention to the words as citations and not actually part of the compositional meaning of the sentence.
But one thing we humans do is find the best possible interpretation for acts and words of those in our group and the worst possible interpretation for acts and words of those outside of our group. So the only possible use, even if it's an uncommon one with Trump, is that it's equivalent to "so-called."
