July and August are the peak demand months, and in late August-early September the demand starts to fall off and the prices drop. Additionally, the refiners stop making summer-grade fuel, which has additives that are more expensive than those in winter-grade fuel. Not everything is a conspiracy. https://auto.howstuffworks.com/fuel-efficiency/fuel-consumption/summer-fuel.htm

Our prices didn't rise as much in the early summer as in some places, and so it drops less in the fall.
