He puts out fake news stories for the media to promote, and reduce coverage of more damming news. He floods the media until the bad story is forgotten. He's playing the media to control the news cycle.

...the distractions are just as damaging as the shit he's supposedly trying to distract from... I'm inclined to agree with Skittles he's just a fucking dumbass, albeit one who is lucky enough to preside over a country where 40 % of the population are also dumbasses or hate people who dont look like them enough to support a dumbass as we all circle the drain.
