What does the utility mean when it says the blackouts will help reduce fires? Sounds strange. Are they wholesale replacing aged transmission lines? If so, why not run parallel lines and then do one switchover that would affect customers for only a few hours?

This was a BS strong-arm move by PG&E, because the PUC opened a formal examination two weeks ago into their Chapter 11 reorganization plan.
