I wonder if there is something going on or behind the scenes that we don't know about.

I just go there because the kinds of actions you might expect to be taken are not. The kinds of enforcement we would expect don't seem to be executed.

I can't see this as just enabling, so maybe there is an subplot here that isn't obvious? It makes me feel very outsider in that sense, or that my expectations are unfounded. I am just speaking about it generally.
