In mode one, he just opens the blowhole.

In mode two, he's like Ron Burgundy in the bar, at rock bottom, blathering until the moment when he's called back to report on the birth of a panda. Mode two usually happens when he's forced to read Stephen Miller's prepared remarks from a teleprompter.
