What is "abuse of power"?

When the president goes around long-established standards and norms of our foreign policy and creates a shadow foreign policy to help himself, as opposed to the nation, is that "abuse of power"?

When he hires someone like Rudy Giuliani to run a smear campaign against any Ambassador that might disagree with him, and removes her from her position to promote the shadow policy position, is that "abuse of power"?

When he withholds funds and weapons from an ally, until he can get a favor in return, is that "abuse of power"?

When he runs a shadow foreign policy that runs counter to the national interests of our nation, is that "abuse of power"?

Or is it a high crime of extortion and betrayal?

Or all of the above?
