This is exactly what they are trying to do...

They want to inspire their bases... talk of riots and civil wars. It is rot of course which means they will fail in the end.

Dictatorships grow out of times of turmoil, when people look to "strong leaders" to end the chaos.

Generally, it doesn't come out well.
