What Cohen is saying that those who are likely to fall for the power of a populist leader are OK with being lied to by that populist leader. The more that populist leader points the finger at 'the establishment' and calls them liars and fakes the more the followers of these leaders are likely to believe them. You know what they say... the bigger the lie...
