Thats how he makes deals... find dirt or weakness, exploit, threaten, leverage, deal. He bends or settles when the dirt on him is a larger pile.
Forget the Squid Go Pro, call it Extortion like you said.

Ukraine didn't have to promise to come through any more than a bank manager has to agree to empty out the vault for an attempted bank robbery to occur; just making the manager think he's in danger if he doesn't come through with the request is enough.
Then came the rest and the actual quid in response to the quo.
