18. I'm kind of glad he isn't arresting them. I don't know his reasons but

if Schiff was arresting them, the media focus would turn to the people being arrested, which might backfire on Democrats in terms of public opinion, rather than keeping the pressure on Trump and Republicans - as damaging information from the transcripts of those who have already testified is being released into the public.

21. One reason is that no one would get arrested

It would just be a big circus. And even if they tried, the court would block it and then they'd have another court case to fight trying to get documents and testimony they can use to impeach Trump, which would distract time, resources and attention from what they're doing to actually impeach Trump.
